Update on Kings Barton Development Issues - January 2025
We are informed by Winchester City Council (WCC) that more than 650 dwellings are now occupied in Kings Barton. According to the requirements of the planning permission for the development, both the 200-space Park and Ride and Winchester Avenue should have been completed by now. KBRA are asking for clarification on what actions (if any) will be taken by Hampshire County Council (HCC) and WCC to enforce the planning requirements.
In the meantime KBRA has sent its Petition to both HCC and WCC. The Petition was signed by 3300 local residents and is supported by Headbourne Worthy, Kings Worthy and Crawley Parish Councils. The Petition reads:
We call on Winchester City Council and Hampshire County Council to RE-OPEN (or Keep Open) Andover Road as requirement for the approval of Sir John Moore Barracks redevelopment.
The Sir John Moore Barracks housing redevelopment will create considerably more traffic to/from the City Centre and we want to avoid this traffic having to use Winchester Avenue. Otherwise we expect that the redevelopment would result in increases in road casualties, severance, noise and air pollution and carbon emissions on Winchester Avenue.
The draft Local Plan for Winchester has been published and includes the Sir John Moore Barracks Redevelopment. We are informed that the Local Plan must take on board the HCC Local Transport Policy of “people before traffic”. To achieve this Policy, Andover Road would need to be re-opened or kept open for general traffic as requested in our Petition. Residents will be making this point to the Local Plan Inspector.

KB1 Communities First Wessex
Finally, after a great deal of pressure and conversation the wheels on the bus are going "round and round"!
The new bus service - KB1 Communities First Wessex - are picking up passengers from stops starting at the North end of the estate ( Loverose Lane Playground) , travelling towards the city centre, the railway station and ending at The Broadway, Winchester.
The service runs 6 days a week - Mon-Sat.
Please do make use of the service!

Before Christmas Kings Barton Residents' Association Committee responded to the City Council's Draft Local Plan Consultation. This Response was primarily about the proposed redevelopment of the Sir John Moore Barracks Site to provide further housing and in particular an 850 space park-and-ride car park. We pointed out that it would not be acceptable if Andover Road were to be closed, that all the traffic generated by the redevelopment, including the additional park-and-ride traffic, was diverted through Kings Barton along Winchester Avenue.
Apologies for any confusion caused by this, but to address any misunderstanding and to reassure you on behalf of all residents;
Kings Barton Residents' Committee remains determined to insist on compliance by Hampshire County Council and CALA with the Kings Barton Travel Plan requirement for a bus service for residents.
The Travel Plan can be viewed by clikcing on the button below and states that there will be a bus service between the development, the City Centre and Winchester railway station once Winchester Avenue is fully open.
This service is required to operate between 06.30 & 23.00 Monday – Saturday (between 09.00 & 18.00 on Sunday)
- 10min frequency service 07.00-09.00 &16.00-18.00 Monday to Friday
- 20min frequency service 06.30-07.00, 09.00-16.00 & 18.00-20.00 Monday to Friday
- Hourly service 20.00-23.00 Monday to Saturday
- 20 min frequency service 06.30-20.00 Monday to Saturday and
- Hourly service 09.00-18.00 on a Sunday
We are meeting soon with our local Hampshire County Councillor Jackie Porter to discuss how this bus service will be provided and what bus service improvements can be made now prior to Winchester Avenue being completed.
