Update on Kings Barton Development Issues - January 2025

We are informed by Winchester City Council (WCC) that more than 650 dwellings are now occupied in Kings Barton. According to the requirements of the planning permission for the development, both the 200-space Park and Ride and Winchester Avenue should have been completed by now. KBRA are asking for clarification on what actions (if any) will be taken by Hampshire County Council (HCC) and WCC to enforce the planning requirements.

In the meantime KBRA has sent its Petition to both HCC and WCC. The Petition was signed by 3300 local residents and is supported by Headbourne Worthy, Kings Worthy and Crawley Parish Councils. The Petition reads:

We call on Winchester City Council and Hampshire County Council to RE-OPEN (or Keep Open) Andover Road as requirement for the approval of Sir John Moore Barracks redevelopment.

The Sir John Moore Barracks housing redevelopment will create considerably more traffic to/from the City Centre and we want to avoid this traffic having to use Winchester Avenue. Otherwise we expect that the redevelopment would result in increases in road casualties, severance, noise and air pollution and carbon emissions on Winchester Avenue.

The draft Local Plan for Winchester has been published and includes the Sir John Moore Barracks Redevelopment. We are informed that the Local Plan must take on board the HCC Local Transport Policy of “people before traffic”. To achieve this Policy, Andover Road would need to be re-opened or kept open for general traffic as requested in our Petition. Residents will be making this point to the Local Plan Inspector.
