Who is building Kings Barton?

The Kings Barton Estate is being developed by CALA who update Winchester City Council on progress with the Kings Barton Development at the Kings Barton Forum meetings recordings of which can be found on the WCC website: https://democracy.winchester.gov.uk


In addition we (KBRA) meet regularly with CALA to review progress on the development and raise issues and concerns.  As a result we have the opportunity to let you know about the highlights in the coming weeks and months and would ask for your feedback and comments on key points such as the road conditions or planting and landscape maintenance around the development as well as longer term plans for the Neighbourhood centre or Multiple Use Games Area (MUGA).


Who is responsible for maintaining Kings Barton?

As the development progresses and phases are completed the management and maintenance of the landscaped spaces (drainage areas known as 'Swales', verges and boundary fencing etc.), street furniture (cycle stands, park benches and waste bins etc.) and communal areas (estate roads, parking and turning areas etc.) are all the responsibility of CALA, who contract with various companies for their upkeep through regular activities like grass cutting, pruning and weeding and waste bin emptying etc.


After a period of time (usually 12 months) however these areas are transferred from CALA to other organisations who are then responsible for their maintenance going forward.  These include the Parish Council (currently Headbourne Worthy), Hampshire County Council and Southern Water.  Each has responsibility for specific areas such as the play parks (including The Park in the Neighbourhood Centre when that is created). 


In addition there is also the Kings Barton Management Company (KBMC) which is a not for profit company set up by CALA and which will eventually be run by us, the residents of Kings Barton once ALL development is finished and CALA have sold the last property and moved on.  This company 'employs' Anthem (previously known as Castleford) to maintain many areas of the development and the charge for this is invoiced to all private home owners in Kings Barton as you'll already be aware!


So as you can see it's complicated!

If you have queries, issues or complaints about how Kings Barton is maintained then in the first place you should raised these with the organisation responsible for that area or item.  Fairly obviously that isn't always very obvious so if you have any problems working out who you should talk to or don't get a response or aren't satisfied with a response you've received then please do get in touch with us by email.


To help work out who you should be talking to we've published various maps of the development below which show who is responsible for which areas.  We also work directly with CALA, Anthem and Headbourne Worthy Parish council to try to track key concerns and ensure that these are addressed as well as letting you know what is happening.

Meetings with CALA

KBRA meet regularly with the senior team at CALA responsible for the Kings Barton Development to discuss next steps in the build and delivery of amenities on the site such as Street furniture and play areas.  You can read the minutes of these meeting by clicking on any of the entries in the table below.


As and when we know the dates for future stages and developments on the Kings Barton estate (for e.g. the recreation ground or the other amenities) we will publicise them in the "Community Topics" section on this site.  There is often a chance for you to input your thoughts into the plans as they develop so please watch out for these notifications.

 Meetings with Anthem

Representatives of KBRA met with Abby King of Anthem Management who are responsible for the day to day management of the Kings Barton Estate to discuss ongoing issues. Amongst the topics discussed were the delay in issuing accounts and service charges for the current year, landscaping plans for the estate and a number of residents’ concerns including the cost and structure of the electric vehicle chargers (EVC’s) attached to the blocks of flats. 

 

The delay in accounts and service charges was mainly because of late submission of data from Cala Homes relating to levels of occupancy. This data has now been received and publication of the 2023 accounts will happen this month and the 2024 accounts will follow in June 2025. 

 

It was clarified that he EVC charging scheme is linked to individual blocks of flats rather than a separate charging scheme as Anthem had previously advised. The costings are being examined to see if the kWh rate can be reduced.
